star School Personnel Contracted Services

Since its founding in 1994, the Van Buren Research and Development Foundation has provided the contracting of personnel to school districts and intermediate school districts across Michigan.  By Michigan law school districts may not contract the Superintendent or any instructional personnel through a Third Party.  All other school district employees may be third party contracted. The Foundation will contract non-staff coaches with school districts.  The third party contracting of personnel can result in substantial savings to school districts.

NOTE:  Effective June 1, 2010, individuals who retire from Michigan Public Schools through the Michigan Public School Employees Retirement System may contract back with a school district through a third party, but may not earn more than 1/3rd of their final average retirement pay (either the last three Basic Plan or five years MIP plan of earnings).  Individual must also separate from their school district for at least 30 days before contracting back.

The Foundation covers all contracted employees with liability coverage of $1 million.  Contracted employees may chose a variety of healthcare options at their own expense commencing in 2011.  A link to this option with all information is provided on the Home Page.

Contracted employees are required to meet all of the performance and behavioral standards expected by a client district of its employees.  Contracted employees are at-will employees and may be dismissed from employment immediately upon notification from the client district to the Foundation.

Interested school districts should contact the Foundation for current rates for this service
